A complex formula in the NFL's Collective Bargaining agreement determined that 18 of 32 teams would get compensatory draft selections. The Bills and Cardinals were big winners, each getting an extra late-3rd round selection.
The Bills received four picks altogether, a third round selection and three seventh-round picks. Baltimore received three sixth-round picks. Tampa Bay received three seventh-round picks.
The system was implemented to give some help to cap-strapped teams who suffered big losses in the free agency season.
